Time: who owns its property rights?

Time is just Allah's way of keeping everything from happening at once!

PART-2: Should we pay for Time, used or unused?

Narrated Abu Huraira: Allah's Apostle said, "Allah said, 'The son of Adam hurts me for he abuses time though I am time: in My Hands are all things, and I cause the revolution of day and night.' (Sahih Bukhari, Book #60, Hadith #351)

Since we don't own time, and we know who owns it, some of the questions have already got answered, alhamdolillah! Now, when Allah says He is hurt, what could be the repercussion of a retaliation from Allah, the Almighty and the All-knowing? If Allah is TIME, abusing TIME may in fact mean abusing Allah (may Allah forgive us!). Even after this shall be continue wasting (abusing) time?

Since Allah is the Most Merciful, He has also shown us ways in which we can save ourselves from Allah's wrath by paying Kaffara (expiation: the prescribed way of making amends for some wrong actions (not all). For example, if a person swears to do something, but later finds out that he is not in a position to keep that pledge, then he must pay a Kaffara. In this example, Kaffara can be paid by feeding the hungry.)

A broader meaning of Kaffara could be taken to mean any compensation that we need to pay for the rightful exploitation (use) of "free goods" Allah has provided us with. An indication of this comes from the sadaqat (charity that is not to be paid as a fixed percentage of wealth) that Allah commands us to pay in a number of verses of Quran (refer http://www.biharanjuman.org/charity.htm). Why should anyone be asked to pay out of his hard-earned wealth (because the first and the last owner of this wealth is Allah)? Is zakat not the lease rental on this wealth that we possess temporarily, and use it for various purposes (e.g., for buying luxuries for ourselves or other means of enjoyment, showing off, etc)? Just possessing the wealth is enough for the obligation to pay zakat. What about numerous other "free goods" Allah has made abundant for our pleasure, survival or economic benefits (e.g., air, water, rivers, lakes, time, hills, forests, views, rain, snow, clouds, etc)? If we accept that sadaqat and god deeds prescribed by Allah are lease rentals or royalty or fees for using the property rights for these "free goods", then the next question immediately pops up. What if a person does not pay this? What should be done with him? 

Allah being the Most Merciful, He has attached numerous rewards for the sadaqat that we pay or the good deeds that we do despite the fact that we use and misuse numerous "free goods" that are solely owned by Allah. What treatment is due to those who don't care to pay sadaqat even after the offer of these additional incentives are made clear to them?
